In my opinion, it seems that both of them are losing :) Sure, Tom's resolve crumbled and he finally admitted to wanting to fuck Bill's brain's out. *haha* BUT, Bill is losing in a way as well. He's attatched to Tom, and when they DO have sex, he's not going to be able to let him go. Or at least...that's what I think xD The poor thing is trying to convince himself otherwise, but it's no use. He's fallin'....HARD.
I do feel bad for Tom, though. He sounded so pitiful, ha. :) Definitely waiting on the next one!
