For some reason in fiction we always view Tom as the one who takes care of Bill and this makes me think of Bill as weaker and smaller, but in actuality Bill is physically taller and his personality is very bold. Tom doesn't control Bill or have everything under control either, and this comes through in your fic, especially in this installment. I think it's best shown here: "His brother was frustrating and confusing and absolutely precious to Tom. Tom had been trying to take care of Bill his entire life....Things had changed, though. Now Tom was useless. The only thing he felt able to give to his little brother made him cringe." I love this because I think it stays true to both of the boys rather than favor one or the other as being a certain stereotyped kind of twin.
