I simply love that officer! How human she his, understanding Tom and letting him go with no more than a ticket...
(my heart skipped a beat when the police car appeared!)
How lovely the two are! They both see the stuffed bear as a symbol of each other. Tom looks at it (how cute! He never leaves it) and Bill hugged it when Tom was not there...

I know, I know I took fuck all forever to review this!
"Well I am, and I know you've made an impact on Bill as well." She spoke quietly.
"Yeah... With my car..." Tom said - *snickers* nice!
She felt bad for doing the exact opposite that she wanted to. She loved seeing Bill happy and she had promised herself she wasn't going to take that from him but after some thought, she decided that it would be better for everyone involved if she stopped this here. "Thanks again Tom, for everything..." – nice! Some depth from Simone! A little out of the blue but it feels like it was sort of a last minute decision on her part too.
"Fuck it all." He hissed as he rummaged through the pockets of the red shorts only to realize he'd left his keys in Bill's room. - *snickers* nice detail, this is something I would do if distracted! I assume he’s going up there for a plotdevice.
Okay, so Tom was a tad obsessive - *snorts*
he'd see Bill again; he knew he would. – I like the upsurge of emotion here.

I really like this story, sad enough this is reality for a lot of young kids/adults when it comes to trying to act "cool" and give into peer pressure.
You're writing style does need to some work. It's all very blocked which makes it a little hard to read and it makes everything almost bleed together and it's easy to loose your spot.
I think you should try and break it up a little so it has a sense of flow.
