I dont know, but I like this story :)
Only one thing: Could you bring emotions in it? I mean ... Tom wasn't happy, when his daugther was born, he wasn't sad, when Bill left etc.
Just bring more Show-dont tell into the story?
For example:
Tom felt tears rolling down his face and his heart clenched hurtful.
Bill felt his heart beating furiously, while the panic controlled more and more his thoughts.
When there lips met, Tom felt them tickling. His heart clenched bittersweet. He was so happy, so overwhelmed, that he couldn't do much more, then just kissing Bills sweet lips - something he dreamed of for so long.
Tom loved Bill so much, it almost hurt, when he thought about the boy. He would love to be a couple with him, end it did hurt that he knew, he couldn't. It was impossible - they wouldnt be one, as long Bill didn't wanted him ... loved him ... and that broke his heart.
When Bill entered the room where his daugther was sleeping, and he could see that little girl fast asleep, his heart, he went like liquid. He loved that girl so much, that he would die for her.
Something like that :O Just emotions that are not just 'he was crying' ' he was happy'. It would make this already good story so much better, because when you read it, you could feel it so much more :)

I read twenty chapters where nothing happens, and the characters do not grow or mature at over the years, that boring fic.
I do not mean to bother you, I do so with the intention of improving the plot, and give it a better outcome because development has been slow and bad. I hope that my comment is not taken in a negative way.

Poor Tom :( Sure, Bill was worried, but he is mean ... Tom is such a nice guy, and I dont think that he just likes Bill like a best friend. He is in love with him, I think.
Bill shouldnt forget what Tom did for him. He could life in his house for free, and Tom got him from is ex, so he could be free!
Bill should go to hell - or his house (what was a apartment a few chapters ago, bill even thougt that benjamin will nit understand the difference between a house and a apartment ;) ) and should think about what an asshole he is!
