It is good to stop at a point where you can feel the tention between two persons but why at this point? You also can tell a little more in Tom's point of view. How is he feeling about his "handicap" Is he frustrated? Or angry? But that is maybe a thing you can put in the next couple chapters.

Poor Bill! This chapter so so good though. I really like your characterization of both Tom and Bill, and I'm wondering if Tom knew Bill was there when he "looked" in his direction or if his head was just turned...Bill's "watch it" made me laugh because it's so in tuned to his character so far. A great but so sad chapter! It's nice getting a preview into both of their home lives.
