I like where this is going, but I think a few ideas could have been expanded upon here. 'Turning her in' to the council might have been a bit clearer. Why is it all a bad thing? Just saying. Other than that, you're doing very well. I like Bill's character, and Tomi for that matter. They're very well crafted.
