what if.......
what if some of the half changed people start hitting on bill and tom gets jealous(or vice versa)
what if bill and tom went into the library to do some research on being stuck in the true form and they find some information on it, but half of the page is torn out.
what if tom and bill go back to the room to talk about not being able to transform and tom takes off a shirt or two(his chest doesn't have to be bare, but the idea is that all the fabric is blocking out the fact that he has the same type of beauty that bill has) and bill is struck by tom's beauty.
what if they make some friends and their friend/s tries to play matchmaker with bill and (several blind dates and jealous tom's later) tom and bill go out together.

Great beginning. As for ideas, since I'm not sure what direction you want this to go in, I can't give too much advice but you could explain why they can't change, more about the school, maybe just have a fluff chapter or two where they get to know each other, that kind of thing.
