This is a very interesting take on a Bill character. I've never seen a killer vigilante theme before, and I think I really like it. :)
When Bill started to chop of the guy's fingers and say that children's rhyme he was downright creepy. I love the way you've characterised Bill so far. He reminds me of Jigsaw in Saw-- he's killing assholes for his own skewed reasons so that they learn their lesson permanantly.
