I just don't understand why neither Tom nor Bill would have at least attempted to tell the police offices the truth, that Bill was being abused and he had run away because of it. Jost having influence in the police force may be plausible had you alluded to that at any point earlier on in the story, but you didn't. I don't know, it just seems like you're sacrificing any sense of reality in this story to be able to take the plot where you want & it's a little disappointing.
Tom's also a complete asshole for sending Bill back despite knowing full well how badly he was and was still being abused.
