I think it should be Andi saying he will come back sooner than what he expected. I don't want him to breakup with Bill, my evil side wants Bill to be the one ending their relationship when he realises how much he cares for Tom.
So yeah, my vote goes for "Andi" calling to say he will be back right in the next day, Bill still goes to have dinner with Tom but knowing that with Andy's return he will have to stop their sessions. He gives the news to Tom who pretends (really bad!!) that he's okay with that, but Bill still gets pretty sad. Tom brings him back home, kiss him really softly and sweet making Bill feel all warm inside, it's like a goodbye kiss. Eventually Andreas arrives, Bill still tries to bring their life routine back to how it used to be before he met Tom, but he has a hard time doing that. At the same time Tom misses Bill so much he eventually decides to do something. I0m gonna be honest, I don't remember if Tom knows where Bill lives, but in case he doesn't know he searches on his files, see his address there and goes to Bill's house and admits how is really feeling about him and that leads so maybe some hot scene and Bill finally learns his final less: sex!! :D lol
ok, I think I just wrote a terrible plot not just what you asked but I honestly LOVE this story so much that I start giggling everytime I see a new update and I think about it lots of times a day. xD

i would love for it to be Tom, to tell him something sweet but you said the message contained something that would make Bill stop smiling. SO on that note, it should be andy, telling Bill he 1)is coming back too soon, 2)never coming back, 3)that he is coming back for his shit cos he met someone and wants to be with them instead. i hope its #3, love you babe!
