If it's COUNTR4Y country, there should be stuff with animals. Anything will do, really, because animals are generally seen as unclean and all that, so it wouldn't take too much to get under Tom's skin, right? Maybe a public pool or river or something like that, where ppl congregate, and there's alot of possibilities to mess Tom up.
