Well, I don't think I can really answer your question, being as I don't think I've read your other things.
For the record, I don't think earth-shattering events and situations have to happen in every chapter. It's not necessity. While it's important to keep the plot moving and all that, a bit of background or character developement is also a good thing to have inevery chapter. That's how I write, personally, and I haven't had any complaints yet... *crosses fingers*
I think you are doing a fantastic job with this. I enjoy reading it. Something could be the best written story in the whole world, with action and no filler chapter, but if I don't enjoy it, I won't like it. And there you have it. Reassurance.

I liked this chapter, and how it went into a bit more detail about Tom and his thoughts and actions. And it totally makes sence, him only being able to haunt Bill and what's his. I totally get it.
