I can't say it surprises me, him telling Bill this. In all honesty, the least amount of distress for Bill would be if he chose to stay with Andreas.
Choosing Tom means hiding, pretending, lying, and many other things that would just not let them be in peace.
Being with Andreas is safe, normal, expected. Nothing to hide there.
It utterly wrenches my heart though. :(
