It's completely understandable that they didn't have sex in this chapter. For someone with as much emotional scarring as Bill, sex is the last thing that needs to happen. It's more likely that them having sex would lead to them splitting apart because Bill's time with Tom would blend with all the images of his past. Or something...
I do love this chapter though. And I love how you're not pushing the story along faster than it realistically would go. =]
