Tom would. He loves his brother so much he's completely willing to become a killer for his little brother. He'll kill, lie, steal, cheat and die for the chance to truly worship his younger twin's body.
Bill gives the orders, Tom follows them. He's assassin, bodyguard, butler, and pet all rolled into one. Bill uses his brother for his own personal agendas and vendettas and as long as he give the other sex, his brother's willing to be a pet, laying at his master's feet docilely, almost harmless, until the order comes.
